Our Public Procurement group has experience of advising both contracting authorities subject to the public procurement rules and private sector entities interested in bidding for public sector and utilities sector contracts.

Two partners in the group, Emanuela Lecchi and Stewart Hey, are ranked as leading individuals in the field of Public Procurement law by Chambers and Partners Directory 2008.

We offer advice on all stages of the public procurement process, from the advertising of contracts in OJEU and drafting tender documentation which is compliant with EC rules to engaging with bidders during the procurement process, selecting successful bidders and debriefing unsuccessful bidders and the conduct of public procurement disputes. We recognise that speed is of the essence in public procurement matters. Our team has a proven track record in this area, having acted successfully for a client seeking interim relief in a recent landmark case concerning the fairness of a contract award by a government body.

The team has advised a wide range of clients from different fields on public procurement matters, including local authorities and other public bodies, charities, bodies in the medical, pharmaceutical and educational sectors and members of the construction industry. Individuals within the group have direct experience of dealing with public procurement issues through secondment to an executive agency of government.
