Freedom of Information in the EU

The first legislation to include a general right of access to public information effective in the UK was not the Freedom of Information Act 2000 (the ‘FOIA’), but Regulation (EC) 1049/2001 concerning public access to European Parliament, Council and Commission documents (OJ L145/43 31.05.2001)(the ‘FOI Regulation’).
